Matt Johnson

Director of Development

Matt Johnson, AIA, as Director of Development, oversees all aspects of Berger Development projects, ranging from site selection and due diligence through construction.

Prior to joining Berger, Matt was part of the development team at BET Investments that delivered more than 1,000 multifamily units and 300,000 sf of retail during his tenure. Matt has an architecture degree from the University of Maryland and began his career as an architect focusing on Mixed Use and Multifamily projects for several architecture firms in Baltimore, MD. He is a member of the American Institute of Architects, Urban Land Institute, and International Council of Shopping Centers.

Andy Cappelli

Construction Project Manager

Andy Cappelli brings over 30 years of construction experience to the Berger Development team. Andy is responsible for managing the construction for each Berger Development project and provides valuable insight throughout the design process.

Prior to joining Berger, Andy led the construction of several thousand homes in the Tri-State area through his work with Tolls Brothers, Pulte, Bentley Homes, and Southdown Homes and others. Andy was also a construction project manager for BET Investments where he delivered award winning multifamily projects, Car Dealer Image Facilities, Retail and Commercial Fit Out’s. Andy holds his bachelor degree from Bloomsburg University, where he was a part of their nationally ranked wrestling team.

Thomas Borghetti

Development Manager

Thomas Borghetti, PE, as Development Manager, is responsible for varied aspects of the development process from site selection through project close out. Tom is a licensed Professional Engineer and brings over ten years’ experience in land development and site design.

Prior to joining Berger, Tom was a Project Engineer for Holmes Cunningham Engineering in Doylestown, PA and a Land Development Manager for Toll Brothers. He holds his BS in Civil Engineering from The Pennsylvania State University and has served as a Member of the Montgomery Township Planning Commission since 2019 and became Chairman in 2023.

Emily Hallett

Director of Design

Emily Hallett is the Director of Design at Berger Development, bringing extensive expertise in Capital Design and Community Styling. With a strong focus on ensuring brand consistency and excellence, she plays an instrumental role in the design of ground-up development communities and value-add renovation projects, ensuring that the same high standard and cohesive aesthetics are carried throughout the Berger portfolio.

Emily’s work is pivotal in crafting cohesive and aesthetically pleasing communities. She collaborates closely with various stakeholders, including internal team members, as well as external architects, engineers, and design firms, to ensure every detail aligns with the overall vision. Her profound understanding of industry and consumer trends informs her approach to floor plans, interior and exterior finish selections, landscape standards, and furniture choices.

Emily is dedicated to creating unique resident experiences through her strategic oversight of amenity spaces and programs. Her designs are not only visually appealing but also tailored to enhance the resident lifestyle, making each community a distinct and desirable place to live. By harmonizing every element, from interior finishes to exterior enhancements, Emily ensures that Berger Communities stand out for their cohesive aesthetics and exceptional living experiences.
